Transfer to open access paradigm
on open access to scientific knowledge and cultural heritage on the university area
of border regions of Belarus, the Russian Federation and Ukraine

Following the Berlin declaration on open access to knowledge in the sciences and humanities we take into account that the Internet has fundamentally changed the practical and economic realities of distributing scientific knowledge. At present the Internet offers the chance to constitute global and interactive information resources, including cultural heritage and the guarantee of worldwide access.
At the same time we feel obliged to address the challenges of the Internet as an emerging functional medium for distributing knowledge which will further significantly modify the nature of scientific publishing as well as the existing system of quality assurance.
In accordance with the Declaration of the Budapest Open Access Initiative and the Berlin declaration we define open access as the global source of human knowledge and cultural heritage, and the open files as the online repository for information storage.
We welcome the ambitious USA (Google Print) and European Union (European Digital Library) projects on digital libraries creation which will promote the formation of a global information resource reflecting the American and European world view in the nearest time.
In connection with it we believe the Commonwealth of Independent States’ universities (CIS) might contribute to forming their own multilingual infomedia, mainly for «The European digital library», and also for providing open access to scientific knowledge and cultural heritage.
Supporting the general principles of the Berlin declaration we sign the Belgorod declaration, the first one on the university area of the CIS, border regions of Belarus, the Russian Federation and Ukraine.
The goals of the declaration are to stimulate the step-by-step development of the on-line open access to scientific knowledge and cultural heritage that has been accumulated and constantly generated by the universities of the CIS countries; to determine the necessary successive measures of open access support.
For realization of a global and open access to knowledge the future Web has to be sustainable, interactive, and transparent, while the content and software tools should be openly accessible and compatible.
The open access organization demands long-term commitments and active contribution of every producer of the new knowledge and holder of cultural heritage. According to the definition of the Berlin declaration, open access contributions include original scientific research results, existing scientific publications, raw data and metadata, source materials, digital representations of pictorial and graphical materials and scholarly multimedia materials.
Open access contributions must satisfy two conditions:
Our mission of knowledge dissemination may be realized under the condition of open access to information in our society. That is why the production of open archives along with classical forms of knowledge dissemination will guarantee the effective achievement of this goal.
We are interested in the further promotion of the new open access paradigm for the purpose of science, higher education and society development. To confirm the general principles of the Berlin declaration, we intend to achieve the goals by means of:
We consider the on-line repositories of open access to be supported by the research institutes, universities, government agencies, or other well-established organizations for unrestricted knowledge dissemination, inter operability and long-term archiving.
We realize that the process of moving to open access changes the system of knowledge dissemination completely with respect to legal and financial aspects. That is why the universities of the Border Belarusian - Russian – Ukrainian University Consortium intend to find legal decisions that will support further development of the existing legal and financial frameworks in order to facilitate the optimal use of open access to scientific knowledge and cultural heritage.
We invite the universities of the CIS that share our views to support the declaration of open access to scientific knowledge and cultural heritage.
